List according to Pre-set Order

Ok, Im looking to display a list based on the values pulled in one area, and based on a priority list of order in another area.

Looking at the results I have in columns K5:k21, every cell has an input, but is only to display if the value reads true, now according to that value column L is to check and configure the equation. All this works fine, but the list at times is erratic, and at times doesn't present will if printed, even though you see Data, space, data space. Depending on the results sometimes it can be 3 spaces in-between rows, and in an un-formatted order.

OK what am I looking for:

Well I'd like the list no matter what to not have spaces, in a dynamic form, and to list according to a set order, a form of, if available, put this first, with that logic. The list will not necessarily be numeric, or alphabetical, it has to go according to a set list as a reference.


also on a secondary note, not a priority because it works with how I have it, but if you look at the formulas I have in the A column that are shaded with a blue color, you'll see a a long chain of "IF" formulas, was that the best way to format it, or was there an easier method?
