List Box does not take Rows input Range

Hello:
I tried to perform a Lookup for 39x39 Array.User needs to provide the input into 2 list boxes:

1. List Box 1: Input Range: $A$3:$A42 This works well
2. List Box 2: Input Range: $$B$1:$AN$1. This has the problem because it only displays value of cell B1 on the list.
When I change the Input Range into $A$3:$A42 it displays all the value

Does list Box only work for Column data f(rom Top to Down), not Row data (Left to Right)?
