List Insert question

Someone sent me a spreadsheet and down 1 column they have inserted a List of 4 items. When you click the cell a Pulldown appears. Works very similar to Pick from List. The List of 4 items was placed on the same sheet, all the way to the right.

How did they do this? There is no code or anything.
