Is there a way to lock a cell in a row, but insert new cells in the rows under it? I have images in that occupy down to row 4. I would like for them to stay put when a new column is inserted.

Which came first: VisiCalc or Lotus 1-2-3?
Dan Bricklin and Bob Frankston debuted VisiCalc in 1979 as a Visible Calculator. Lotus 1-2-3 debuted in the early 1980's, from Mitch Kapor.
The issue I'm having is the cell and image I want lock will move with each inserted column. I got the image to stay put. But I would like cell H4 (and the info in it) to stay put if a new column is inserted in front of it. Is this possible.

The problem it is causing is that cell H4 diplays a total count, I would like to not have to scroll across the entire worksheet trying to find it after inserting 20 or 30 new columns.

No, you can't lock a cell in place when you insert columns before it. You could Cut the cell and Paste it back to where it was.
