Locking cells

I am trying to lock cells E10-E40 untill cell J4 has an entry greater than 3. I sure could use some help.

I really don't understand what's still the problem.
It's impossible to enter data if cell J4 doesn't have a value higher than 3

I believe that the OP is trying to say that the data validation won't work if J4 is empty. Could you perhaps have a value less than 3 in J4 by default. This of course could still be deleted.
