How can I go about coding a cell to be locked / unlocked?

You can teach Excel a new custom list. Type the list in cells, File, Options, Advanced, Edit Custom Lists, Import, OK
Sort by date Sort by votes
Cell Properties > Protection > Toggle the check mark.

or VBA to change manually:
Code: 
Range("A2").Locked = True
Range("A2").Locked = False

or VBA to toggle lock state:
Code: 
Range("A2").Locked = Not Range("A2").Locked
