Locking Workbook And Macro Problem

I can not get my macro to work when I lock the workbook. The macro copies a row and inserts in into another place in the workbook. when locking the workbook I have the inser rows line checked; ive even tried checking all of them and removing all of the restrictions under "allow users to edit ranges". What am i missing? Thanks in advance for the help

The user needs to be able to use the macro to add lines, but I will need the worksheet protection later to protect cells with formulas in them.
