Long and complicated "phone list"...list!

Hi gang.
Ive been working on a rather large project for my work friends over the past.

This test basicaly catalogues all the data from each 5 "task's" from each employee each day over the whole year.

Theres 1 start page listing the team manager, team leaders and each employee, with hyperlinks to the individual sheets

there is 1 team manager and 4 team leaders and upto 40 employees per team leader.

Each employee has there own seperate sheet to catalogue the data collected from each "task" every day, seperated into each month and each month the employee trys to meet individual "task" goals.

Each Team leader has a summery for there 40 employees
and the Team manager has a summery showing the team leaders overall data.

After dooing all this, Ive been given another task with Excel,
To make a dynamic "Phone list"

I'm not sure where to start with this one, as our current phone list is Soooo messy

Basicaly its as follows
7 excel forms, each one with multiple "tabs"
each excel form = an individual "department" within the business
each excel tab = an individual "group" within that department

each "tab" would then have a "list" of Employee names, department code and two telephone numbers

I've been asked to "sort out" this horrid phone list. To make it more "user friendly"
for seartching for an Employee name or department
We do have a "team" who update this list on an eregular basis and they wanted it made easyer to update as well
via some "link?" perhaps next to a name, that would then automatically e-mail to update team with the new details.

Oh and the list is password protected from everyone, but the update team, to stop "certain" people from mucking it all up. *chuckles*

If anyone out there could jump on something like this for me and "create" some examples of a dynamic phone list like above, it would be greatly appreciated.
