Look up a value based on header criteria - help!

Hello,

I am looking for a particular function or set of functions that will allow me to display data on a "summary" tab in excel. The context for the data that I am dealing with is listed below:

I have multiple values from different regions that differ each month, what I would like to do is have a summary page that lists the region, max value, and min value, and will change what those values are when the user changes which month they would like to view from a drop-down. Each operation has its own tab to enter data in, I have a background tab created that lists all values vertically by month and operation(region) as I assumed this would be needed. I've played around with the match, index, and lookup functions but have not got it to cooperate yet.

I included a snip of the summary page to provide an example of what I am trying to do.

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
Have all you data in one table/list, and then summarize with a PivotTable to get what you want.
