Looking for duplicates in 2 different columns

Hi there

I'm trying to come up with a formula that looks for duplicates in Column B and return a value of 1 (or True) if their corresponding values in Column A does not match (as per example below, data is not be sorted in any particular order). I can find the duplicates, but struggling with the second part, so hoping someone can help......
