lookup a zero

i'm a newbie with vlookup.
i'm trying to let excel lookup the 0 in a list

list looks like this: 2 colums

62 0.000
63 7.254
64 14.508

how can i get excel to lookup where the "0.000" is, and give the value (62) with vlookup ?
I tried several things, but each time i get the #N/A as result ?
