Lookup and copy a range of cells and paste them into 1 row for easy chart plotting

Hi,

Is there any formula or function I can use to lookup and copy a range of cells (multiple rows and columns) and paste them into 1 row so that I can select them to plot a scatter chart?

Please see the attached image, the table on the left is where I input my data, the table on the right is what I hope to achieve so that I can plot the scatter chart below easily.
Or feel free to suggest a better way for me to plot the scatter chart if you know of any.
