Lookup and Sum

What I am looking to do is have excel look up a state and sum the payroll for that state and if the payroll is higher than a certain amount give me a warning via some type of popup.

For example, in the date below I would want excel to sum all the paryoll for GA and if payroll exceeds 35,000,000 then have a popup or some type of warning that says "GA exceeds threshold".
