LOOKUP Blank Cell

Hi , i have this formula that compares two columns, if there is no value in cell A2 it returns a message of "<-- Recorded in Circuit Database, not recorded in PNI, Record in PNI" how can i get this to show as a blank value ?

=IF(ISNA(VLOOKUP(A2,'Compare Circuit DB to PNI'!$C$2:$C$31,1,FALSE)),"<-- Recorded in Circuit Database, not recorded in PNI, Record in PNI","<-- Perfect Match, No Action Required")

=IF(ISNA(VLOOKUP(A2,'Compare Circuit DB to PNI'!$C$2:$C$31,1,FALSE)),"","<-- Perfect Match, No Action Required")

I only want the message to be "" if cell A2 has no value, otherwise I want it to be either message A or B
