Lookup formula

I a table the I have to transpose and then use a lookup formula, but I'm trying to figure out how
to use a formula without transposing the lookup table which is much larger than the one below
I tried =Index(Sheet2!$A$2:$D$3, ,Match(A1,Sheet2!$A$1:$D$1,0)), but I get value errors and #N/A
A1 city1
A2 city2
A3 city3
A4 city4

Lookup table Sheet2

A1 City2 city1 city4 city3
A2 2.5 3.0 4.2 5.0
A3 10.1 5.3 5.0 7.1
