I need to populate Table 1, column B with the employees highest rate as shown in Table 2.

I created a named range and called it RateRange
=IF(Sheet1!$A$13:$A$24=Sheet1!$A3,Sheet1!$B$13:$B$24)
copied down following formula from B3: =MAX(RateRange)
Hope this works as needed.

B3, control+shift+enter, not just enter, and copy down:

=MAX(IF($A$13:$A$24=$A3,$B$13:$B$24))

With control added...

=IF(COUNTIF($A$13:$A$24,$A3),MAX(IF($A$13:$A$24=$A3,$B$13:$B$24)),"")

which gives you a blank instead of a 0, when appropriate.

Array entered** in B3 and copied down:

=IF(COUNTIF(A$13:A$24,A3),MAX(IF(A$13:A$24=A3,B$13:B$24)),"")

** array formulas need to be entered using the key
combination of CTRL,SHIFT,ENTER (not just ENTER).
Hold down both the CTRL key and the SHIFT key
then hit ENTER.
