Sorry i'm new to this so if this is a bit vague or easy I'm sorry...

I have a list of of dates in column a, in no particular order, with a list of values in column b.

I then have a cell in column d which I am going to enter a target figure.

Once I have entered this target figure, I need a formula that looks at the figures in column b and returns the latest date (column a) that is less than or equal to the target figure value.

I hope this makes sense....

=Max(If(A1:A100<=D1,B1:B100))

Confirmed with CTRL+SHIFT+ENTER, not just ENTER. You will see { } brackets appear around the formula.

This will returned the Latest date (closest to today's date) that has a value in column A that is less than or equal to the value in D1.
