Lottery Enrollment by choice/preference

Greetings all,
I am looking for a way to do something similar as (Student Choice), and I have tried to manipulate the macro but it's a bit more complex and beyond my brain power lol.

We have at a sports school for kids ranging from age 3 through adults and given the popularity would like to offer a lottery-style enrollment where the students can register for their preferred classes taking into account their specific age range group and their level of experience. We are hopeful this will save us time, be fair, and be faster than our method of doing it by hand.

Here are some specifics:
  • School Total of 1200+ students (with 2000+ applicants)
  • A total of 200 +/- classes offered
  • Average of 5 students per class
  • 5 Age Groups
    • Ages 3 & 4
    • Ages 5 & 6
    • Ages 7 & 8
    • Ages 9 - 12
    • Ages 13+
  • 4 Experience Level Groups
    • Level 1
    • Level 2
    • Level 3
    • Level 4
