LP Solver Lineal Footage Optimization

I am wondering how to set up this situation to optimize:

I am given 2 dimensions (ie. 24" x 66" ) to buy wood for a frame. There are 2 sides so the total lineal footage is (24" + 24" + 66" + 66") * 2 / 12. I buy in lineal feet in increments of 6',8',10' sticks. For each length I cut from the stick, I loose 3" per piece plus 2 inches per stick (1.5" x 2 due to double miter blade and 1" for each end to make the corner). How do I minimize waste (maximize output) by optimizing the mix of sticks that I buy. Lineal footage cost remains the same. I can select any mix of the size sticks above.

1) how to set up for solver?

2) can this be made into a calculator so the buyer enters in the 2 dimensions and the optimal mix is generated?
