Macro- pop up message when column contains text

Hi all,
Is there a way to create a pop-up message when one of my columns contains "Immediate Action"? I would like the pop up to List correlating data in other columns as well.


For instance, I imagine the message containing:

Site: (Name)
Contact: (Name)
Status: (Should say Immediate action from the table)
Expiration Date: (Date)

When would you want the popup to appear? for instance, when a form you are using is opened? or when the DB is opened?
