Macros Disabled when sharing file - users don't have the option to Enable

I'm having an issue sharing an .xlam (AddIn) macro I created.

It's a fairly straight forward macro to 'batch open' a range of links. But when I try to send the file to others and they try to open and use it, they get this error. No one is even able to Enable the Macros as the option is greyed out. Some users might be able to open it by changing their macro settings, but since this is meant to be distributed company-wide to thousands of people, there's no way they're going to authorize people to change their settings to allow all macros for this.

What do I need to do in order to make this file available for people to enable the macros?

Edit: Prior to adding my digital signature, users would get a similar error but "Trust" or "Enable" where not even populated on the dialog box. Again, the only option was to Disable Macros.

What does it tell you when you click the "More Information" link?

Did you check to see what the users security settings are set to?
