Making a determination on two columns with multiple criteria

I have two columns that I am wanting to compare and make a decision based on a date range. One column is for inventory receipts and one column is for inventory issues. The logical statement is something like this=

If Cell2>730 and Cell3>730 then Item is Obsolete, Not Obsolete.

Then next formula is something like this if Cell1<4 and If Cell2>730 and Cell3>730 then Item is Obsolete, Not Obsolete.

any suggestions?
