Making a formula reference the same cell even after cells have been shifted down

So i have the formula for the box next to customer set to look up the customer name on the 2023 sheet based on the internal sample id that is in cell E14 and if i just copy and paste information into this sheet that works fine. I'm running into the issue though that i made a macro to copy a selection from the 2023 sheet and insert it at cell B14 and shift everything down, but now the formula for customer still references what was previously E14 but is now the first blank cell below the data that the macro inserts. I just want the formula to reference E14 still even if what used to be E14 has moved I want it to reference the new E14 cell and i just cant figure out the syntax to make it do that.

Does the VLOOKUP table have to be sorted?
No! when you are using an exact match, the VLOOKUP table can be in any order. Best-selling items at the top is actually the best.
If I get it right, you should use "F4" on the cell in the formula to use fixed cells.
For example, $A$1 means your formula is always A1 when you change the cell or shift down or drag down the cell.
$ symbol makes the var fixed.
