making circles

I would like to make up a circular diagram with numbers in the circular cells.

the diagram would be a series of concentric circles (about 6 of the same separation apart) and divided into cells by about 12 diagonal lines radiating from the centre to the outside circle.
essentially, it looks like a " wheel with spokes " or a carriage wheel

I looked at pie charts etc but don't know if this is the answer.

could anyone advise please if I can do this in Excel and if so, where/how I can start on it

This one does something awfully close to what I need...

I envision six rings (for example), each of which is subdivided into 8 equal parts (i.e. each slice is 45 degrees), with the color of each slice based on the value of that slice.

Specifically, I'm measuring the effect of 6 different systems on the performance of a central system, measured from 8 different azimuths around that central system.

Each of the six systems will be a ring in the donut, and each slice will be one of the eight azimuths. The color of each slice then is conditional based on the results (i.e. if the central system performed better than 80% when exposed to System A from 45 deg, the slice will be green, less than 60% is red, and anywhere in between is yellow).

Make sense?

I can make the rings subdived in 45 deg chunks generating 8 rows of data and setting their values equal. However, I can't figure out how to make their color based on a nother value.

Is this possible?
