Master sheet / save as only

Hello guys! I’ve been searching for this but I’m probably not using the right terminology. I’ve created an excel form that needs to be used by over 50 people every day. I would like to send this form to all of them so they can keep it as a master form. If changes are made to it, could they only use the save as option and prevent from saving over this form, like disabling the save option? Is there any way I can do this with out having to run a macro?

You could make it a template. When they open it, it should automatically create a new file to work with using the template's formatting. They shouldn't be able to make any changes to a template.
