Match lists of unique ID's by inserting rows

I have two columns of data with a unique id in each column.

Some of the id numbers are only in the first column, some are only in the second and some are in both.

What I need to do is to insert rows (or cut and paste to move data down) so that the numbers match up on each row.

Example
Column A has 1,2,3 & 5 in rows 2 to 5 inclusive (row 1 being a header row)
Column B has 1,4,5 & 6 in rows 2 to 5 inclusive (row 1 being a header row)
What I need as the final "solution" is for Column A to have 1,2,3,4 & 5 in rows 2,3,4 & 6 respectively and for column B to have 1,4,5 & 6 in rows 2,5,6 & 7 respectively.

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.
