match one time to the closest other time

I'm a bit stuck knowing how to start on a new project. I need to match up a shift start time with the nearest start time of the staff available to work. They will rarely match. There may be more shifts than staff available and vice versa.

I just need a prod in the right direction and then should be OK.

Depending on how your data is setup, you could use Data, Filter, AutoFilter.

In the column for 'start time', click on the down arrow of the filter, and use custom. You can set parameters greater than and less than.
