Matrix for Lego Dimensions question

Hi. In the Excel sheet I've linked to there are a number of rows (Lego Dimensions characters) and each has a coloured cell to denote which columns (Lego Dimensions skills) are relevant to it.

I would like to know a way to find the most efficient way of ensuring every skill is available by using the least Lego characters in the rows.

I've tried doing it manually but would prefer to find an accurate way of doing it. It would be cost saving!

Create a Pivot Table on a Map
If your data has zip codes, postal codes, or city names, select the data and use Insert, 3D Map. (Found to right of chart icons).
I've removed the ones I already have but have realised that might not be the best way of doing it. Either way, if anyone gives me an idea to work with I can redo it.
