Max and Min value of a data array in last 3 weeks based on date

I am trying to do caclulate maximum and minimum values over the last 3 weeks, based on a list of data and dates. This is done at the beginning of each week, and the same value is valid for the entire week. The following week will have a new value caclulated A week can begin on any day, depending of the data entered, and can have any number of days, or can be skipped completely. I need this in a formula format without naming any ranges.

A spreadsheet (Excel 2007) is attached on my Skydrive https://skydrive.live.com/?cid=2e30...ec3&sc=documents&uc=1&id=2E301C41F6683EC3!366 with a data sample and an example of these calculations. In summary, I need a formula to calculate the following:

1. Highest value of the column C in my spreadsheet over the last 3 weeks. The result example is in column G.

2. Lowest value of the column D in my spreadsheet over the last 3 weeks. The result example is in column H.
