I use the formula to default to 70 if A11*B11 is less than 70.
How do I change this so it doesn't default to 70 if the calculation is 0?

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
Perhaps this:

=IF(A11*B11,MAX(A11*B11,70),0)

Replace the 0 If you want it to show some other result when it equals 0.
