Menu Editor

I want to put a new menu on the top line, between Data and Window. The book I have says I have to use the Menu Editor, found under Tools, but I think I have a different version of Excel (I have 2002 and 97 on my machines) and I cannot find it. Can anyone tell me how to do this please?

Once I have the menu up and running I want to put commonly used file names in it so i can open them quickly. Is this possible?
