Modifying/Cloning the New / "Blank Workbook"

With xl2007.
Does anyone have guidance on how to modify the "Blank Workbook" workbook?
(I can't seem to find it)

I need to modify the starting attributes.
Or is this where I just add another xslt?
 

Excel Facts

Return population for a City
If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
One way is to set up a workbook with the attributes you want and save it in your XLSTART folder.
