Move rows in separate sheets together

Is there a way to link cells in two separate sheets together so that when they are reordered in one sheet, they are also reordered in the second sheet? Each row is an entry, and columns in a row are moved together. Ex:
Sheet 1 starting point (Sheet 2 is linked/referenced to this):
Apple1 Boy1 Cat1
Apple2 Boy2 Cat2
Apple3 Boy3 Cat3
Sheet 1 is revised to:
Apple3 Boy3 Cat3
Apple1 Boy1 Cat1
Apple2 Boy2 Cat2
I want Sheet 2 to then also display:
Apple3 Boy3 Cat3
Apple1 Boy1 Cat1
Apple2 Boy2 Cat2
I’ve been going through different absolute references, but regardless of where the $ is, Sheet 2 always returns the rows in the original order (Sheet 1 starting point).
Any ideas on how to make this happen?
(Sorry in advance if this thread is elsewhere---I’ve tried searching every related keyword I can think of and can’t seem to find a solution on this or any other forum. )
