Moving cell contents to another cell

is it possible to copy a cell contents from one cell to another on a given date, with the date being in a cell of its own?

so in all three cells involved

i am only worried about day and month

so if on 5/1 i want cell c5 info to go to i4 5/1 will be c4

this will happen every year on this date
