Multiple Arguments for a formula

Hi, I have a spreadsheet and need to create a formula that will address the following arguments but I am not sure where to start:
If the date in column D is greater than column H then text to return is "Not on Time"
If column D is blank and column H is less than today then text to return is "Not on Time"
If the date in column F is greater than column H then text to return is "Not on Time"
If column F is blank and column H is less than today then text to return is "Not on Time"

Otherwise text to return is "On Time".

I wonder if anyone can help me? Many thanks in advance.

How about
Excel Formula:
=IF(OR(D2>H2,AND(D2="",H2<TODAY()),F2>H2,AND(F2="",H2<TODAY())),"Not on time","On Time")
