Multiple arguments in the same cell

I am attempting to have a certain percentage reflect in one cell.

For example:

if cell (i4) is greater than 299 then I want .23 to be the value, if less than 299, .17 and if cell (i4) is greater than 399 then I want .27 to be the value, if less than 399, .23, and if cell (i4) is greater than 499 then I want .35 to be the value, if less than 499, .27.

Confused??? Well, I am!

Is there a way to articulate that? If necessary, I can paste the worksheet in here so you can see what I'm trying to do, if in fact we are allowed to do so.

Looks good but, I want to drag that formula down for that whole column. When I did that, the data range would follow in succession, which eliminates where I'm pulling my data from. How can I fix that?

Use $ signs to anchor your references, if I understand you --

$D$2:$E$5

will remain that reference when copied/dragged to other cells.

Just_jon, is there another way of doing performing this task besides vlookup?

VLOOKUP's probably as efficient as you're going to get, unless there's a reason not to use it -- having to do a lookup to the left, for instance.
