Multiple Color Labels on X-Axis

I believe I have seen before where you can set your X Axis labels to be formatted in different colors. For example, I have a listing of inventory by block, B1 - B10, and if the block has more than 500 in inventory I want the axis label to be red, otherwise I want the axis label to be black.
So for the following data I would like B7 and B9 to be red and the others to be black.

B1 200
B2 400
B3 300
B4 450
B5 350
B6 150
B7 600
B8 400
B9 550
B10 100

Any thoughts?
PS I am using Excel 2003.

Okay, this is a bit tricky, but it will work.

First of all, you can't individually format axis tick labels. So right away we know we're going to have to fake it.

Second, you can hide the default labels and put a dummy XY series along the bottom of the chart, with data labels that mimic the default labels. These data labels can be individually formatted. But that requires either manual labor or code.

So you should set up one XY series for each color condition you want. Use formulas to make conditional series as shown here:

You need to put data labels on these series, positioned below the axis (below the series). The font color of the labels for each series will vary; the series will have neither lines nor markers.
