Multiple Column Cell Validation

I have a data base that we are building and I want to ensure that entries are correct format, however I need to have items that are in the validation list that could pertain logically to multiple items. For example, I have one attribute of an item for a Bulb Flashlight and it's brightness is listed in Candle Power, but if the item is a LED Flashlight the attribute would be Luminaries power. So if one column is Bulb Flashlight, I want in the corresponding attribute column list to only allow Candle Power Rating.
