Multiple Conditional Formatting with Precedence and Formulas

Hello
I am having a bit of trouble interpreting some of the answers that are out there,
I would like to do the following conditions

Custom formula is =$J3=TRUE -> green highlight - for cells A3:J999 (or end of sheet)
Custom formula is =NOT(ISBLANK($I3)) - no highlight - for cells A3:J999 (or end of sheet)
Custom formula is =NOT(ISBLANK($H3)) - red highlight - for cells A3:J999 (or end of sheet)
Text is exactly "example", yellow highlight

Basically if this cell is not empty, make red, if cell next to it is not empty, make white, and if this box is ticked make green...

I also would like to have the following macro still work:

Which is just making sure that the font size and row heights stay uniform

I am total noob with this and the examples I have found previously were related to numbers rather than a custom formula so I am having trouble interpreting them...
