multiple conditions needed

I have been given a spreadsheet with the 12 months in a row across the top, and department & store numbers in 2 columns down the left. For each month a store & department has a number for items sold. I need to sum the total for each stores department but the problem is that each store & department is listed multiple times in the sheet (12, once per month). The other issue is that each department is broken into 2 cells so i need to match both the store # and department #. What i would like to do is create a Total column that gives a total for each stores department. any ideas?

If I got the layout right, something like:

=SUM(IF(StoreRange=Store,IF(DepartmentRange=Department,ValuesRange)))

which needs to be confirmed with control+shift+enter, not just with enter.
