I cannot see your picture (site blocked for me), but you should just be able to check for the number of records greater than the larger of X and Y.

For example, if there are 20 records bigger than 5 (X) and 12 records bigger than 10 (Y), then your answer would just be 10 (since Y is bigger than X, X is inconsequential and really doesn't come into play here).

Just do a COUNTIF of the number over 50 divided by a COUNTIF of the number over 25.
