Multiple IF AND function help needed please

Hi, im looking for some help and my work laptop wont let me run XL2BB.

In D8 i am use =IF(AND(C4>10, C8>0), "5", "0")
And need help with the forumula for D10?

I am also looking for an formula which will sum total each of the eligible plan credit .
For example, Total Eligible Credit=(B6*D6)+(B7*D7)+(B8*D8)+(B9*D9)
= 0 + 15 + 50 + 91
= 156

9​	Plan D	7	15	13	If B3>=10, upto a max $15 credit per Plan D service , ie if B3 is 13, then a $13 Credit is available

=SUMPRODUCT(B6:B9*D6:D9)

I am not sure that your logic/explanation is quite clear on that, but maybe:

=MIN(B3,C9)
