I have a list of property address. I have a master list of restrictions. Not every property has the same restrictions. AND, if they have a restriction, they may or may not be in compliance with that restriction.
I need to be able to show how many have certain restrictions and if they are in compliance with their restrictions. I'm struggling with how to set the data up, multiple rows or mutliple columns or "countif".

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.

Welcome to the Board!

Your question is all very general, and it is difficult to provide you with any real guidance without seeing what your data looks like, and understanding what the "rules" (restrictions) are.
Can you provide some sample data along with your expected results (and explain the exact logic for determining those results)?

MrExcel has a tool called “XL2BB” that lets you post samples of your data that will allow us to copy/paste it to our Excel spreadsheets, so we can work with the same copy of data that you are. Instructions on using this tool can be found here: XL2BB Add-in

Note that there is also a "Test Here” forum on this board. This is a place where you can test using this tool (or any other posting techniques that you want to test) before trying to use those tools in your actual posts.
