Need assistance calculating Percentage on a spreadsheet

I have a spreadsheet with shipments on it.
they are listed by the proposed delivery date and the accutal delivery date.
I've was able to setup a formula to show me the # of days between the two dates but now I need to know how many total items are at zero days or "on time" and how many are in the negative numbers or "late"

How can I setup a formula to look for the number zero in column F as well as negative numbers in the same column and output this information in a percentage to say.... column G row 2?
