Need Formula

I have a spreadsheet as follows:

Column A
Submission Date

Column B
Rating

I want to avg the rating numbers by week. Can anyone provide a formula that will list the daily dates by week and average the rating given?

Info to help.

4/1/13 2
4/6/13 1
4/12/13 5
4/23/13 4

I need the formula to calculate the average of rating by week.
