I'll call the section in the top left Table1 and the lower right Table2.

Table1 "ON Hand" will count the number of times the Job is listed, I currently have this as =SUMPRODUCT(--(Table1[Position]="Job1")) but I would also like to add to that total if there is any value in the replacement column. So in the example image, Job1 should have on hand of 4. Im not sure how to accomplish this, maybe sumproduct is the wrong tool for this job.

When did Power Query debut in Excel?
Although it was an add-in in Excel 2010 & Excel 2013, Power Query became a part of Excel in 2016, in Data, Get & Transform Data.

Here is how I ended up solving this

=SUMPRODUCT(--(Table2[Position]=Table1[Position]),--(Table2[Position]=Table2[Position])+((LEN(Table2[Replacement]))>0)))
