Need help pulling info from table based on two points...

Ok I am working on getting a function that will pull a piece of data based on two reference points. Here is the table the info needs to come from:

Basically what I need to do is have it look at the rank of 1,2 or 3 and then look at a percentage that would be within a range and return the value in the table. So lets say they are rank 2 and with 103% I need it to pull 2.2%. Any help would be appreciated.

- are you looking for an Excel function or a VBA function (or no preference)
- is the % element of the 'query' always rounded to 0dp? If not, which column do we read e.g. 94.5% from?
- do you need a solution just for this specific table, or generally for tables of this type?

I can use either one. I am a novice with VBA and pretty good with functions, willing to learn any way needed to get the job done.

The percentage will be rounded.

If I can get this concept to work it would be helpful in a wide variety of thing that I am working on. I do a lot of things that look at specific lines then needs ot pull specific column. I have gebnerally accomplished this via several columns but would love to condense it.
