Need help with Enabling windows 7 audio device using a macro

Hi.
I run an excel sheet that monitors various PLC tag address - and give me a audible alarm and speech when certain criteria is reached.
The issue i have, is people just come along and MUTE the speaker - so i added a macro to turn volume to max every time an alarm is played and all this works perfectly.
My problem now - the operator just goes into sound options in windows control panel and "disables" the speakers.
I need a macro to turn "enable" the speakers - is this possible??

why is the operator disabling the speakers if the alarm is necessary ?
