Need some help with conditional formatting/rules

I have two columns with numbers. The first column represents commission, the second column represents hours worked, and each row is an employee.

First column has a conditional format to fill in the cell with red if the number is negative.

Now this is where I need help.

In the second column I want the cell to fill in yellow when two conditions are met.
First: The cell in the first column needs to be red/negative.
Second: The hours worked needs to be less than 40. Preferably greater than 0 as well so all the empty cells don't highlight unless of course you know another way to deal with that.

Any help would be greatly appreciated!

AND function only has a TRUE or FALSE output, I can't find a way for it to influence the fill option. I've tried putting it into conditional formatting but nothing happens.

Sorry, I had my signs reversed. Try:

=AND(A1< 0,B1< 40,B1 >0)
