Need to have many passwords for same excels and used to enter data and accept data.

One person should enter the data with his password, and his name should come in "issued by" and other person should accept the data with his password and his name should come in "accepted by". Till he accepts, it has to be in different colour. if he rejects it, the data shouldnt disappear, it should change colour, but "L" column should change to rejected.
If a data comes inside or accepted or rejected, a mail has to be circulated inside our group. can someone guide to create such a excel file?

only a mail has to be generated but the data has to be stay there in that table

That really doesn't address either issue. Moreover, now you're introducing the possibility for the data to be changed after the mail has been sent...

Ok. now i understood. The data once accepted should be able to be rejected again whenever by the acceptor password. Till accepted or rejected the data entry user should able to edit multiple times with his password. but once accepted/rejected, shouldnt be able to edit that particular row.
